Mengzhao Hu currently serves as the President of ICTPA-SCC. She has been
actively involved in the organization since she was in graduate school. During
the last 8 years, in addition to participating most of ICTPA-SCC’s events, she
helped to organize several major ICTPA events including the 2011 ICTPA
International Conference, 2008 Port of Long Beach Tour, 2007 ICTPA
International Conference, etc. She always actively promotes ICTPA and recruits
members among the transportation professionals, her company and the various
universities in Southern California. She has served as a board member of
ICTPA-SCC since 2005, as the treasurer 2007-2009, as the Vice President
2009-2011. She serves the board of directors with passion, energy and most
importantly, the highest commitment. She values creativity, hard working and
integrity.
Mengzhao Hu started her career as a transportation planner at Parsons
Brinkerhoff’s Orange County office in 2005. She has been working on several
major transit projects in Los Angeles including Metro Red Line Westside
Extension, Crenshaw LRT/BRT Corridor Study, Regional Connector Study,
Metro Long Range Plan, Gold Line Foothill Extension, Metrolink Perris Valley
Line Extension, etc. Her specialization is travel forecasting model application for
large scale transit corridor study. She survived in Los Angeles without a car for
two years and has an extensive knowledge of transit service in Los Angeles.
She enjoys recognizing various LA transit facilities in Hollywood movies.
Originally from Shanghai, China, Mengzhao holds a bachelor’s degree in Urban
Planning from Tongji University and a master degree of Planning from the
University of Southern California. Her biggest hobby is watching professional
sports game including soccer, football, baseball and tennis. She likes to work
out at 24 hours fitness and hike at Crystal Cove State Park.

John Koo completed his Bachelor of Science in Civil Engineering degree from
Cal Pomona in 1988. He received his Masters degree in Civil Engineering from
Cal State Long Beach in 1991.
John has 22 years of transportation infrastructure engineering work experience
with the City of Los Angeles. He is currently assistant program manager for
their $1 billion Phase II Bridge Improvement Program which began in year
2000. He also managed the completion of their $140 million Phase I Seismic
Retrofit program of 117 bridges completed in year 2002.
John’s main work assignment is to secure bridge program funding and manage
project delivery from inception through construction completion. John provides
supervision over a team of project managers and works closely with staff from
Caltrans, FHWA, Metro, sister city offices (LADOT, BSL, BSS, Cultural Affairs
and Cultural Heritage), County of LA, as well as the community and elected
officials to develop sound projects and implement their delivery. He makes
presentations to the Board of Public Works and City Council Committees, as well
as to California Transportation Commission, PUC, and other grantors to resolve
funding and schedule requirements and constraints.
John is also currently the Project Manager for the $400 million 6th Street Viaduct
Improvement Project.
John represents the League of California Cities as a member on the State’s
Bridge Advisory Committee, providing oversight of the Federal Highway Bridge
Program funds to California.
John grew up in Los Angeles and currently lives in the City of Glendale. He is
married and has three children.
Dr. Xin brings 7 years of work experience in structural engineering. Specifically,
Dr. Xin focuses on new bridge/tunnel design, bridge widening, seismic analysis,
structural control, structure evaluation and retrofit.
Born and grew up in Hangzhou, Zhejiang, China, Dr. Xin came to the United
States in 2002 for his Ph.D. degree, and moved to Northern California in 2006
for his first job in the US. In year 2009, Dr. Xin moved to Southern California for
the I-405 Design-Build project. During the design phase of I-405 DB, Dr. Xin
worked as the design lead of Wilshire On-ramp/Off-ramp, Sunset On-ramp/Off-
ramp, and the deputy lead of Mulholland Segment. Currently, Dr. Xin is working
on the first Public-Private-Partnership (P3) project in California – Presidio
Parkway project as the design lead of Tennessee Hollow Interchange,
Northbound Battery Tunnel, Main Post Tunnels.
In recent years, Dr. Xin has been active in all the events of ICTPA, and is willing
to do more contribution to the growth of ICTPA-SCC, play a more active role and
take more responsibilities as the member of the board of directors.
Feng (Jason) Xu is an associate engineer in KOA Corporation. He received a
B.S. degree in transportation engineering and a M.S. degree in IT application in
transportation system from Beijing Jiaotong University in China. He received his
second M.S. degree in civil engineering from University of Nevada, Reno. Jason
worked as software engineer with Industrial and Commercial Bank of China
(ICBC) and Jiaoda Siyuan Science and Technology Co., Ltd. Since Jason
started his professional practice as transportation engineer in the U.S., he
successfully accomplished traffic signal system study and optimization projects
for more than 10 cities in California, as well as city-wide traffic signal system
optimization for City and County of Honolulu and Salt Lake City.
Jason has been actively involved in ICTPA Southern Chapter activities since he
moved down to Southern California in 2007, and has been serving as board
member in the past two years. He served on the organizing committee of the
24th ICTPA International Conference (2011) and was in charge of transportation
and conference room facility management. He is also a current member of
Institute of Transportation Engineers (ITE), Orange County Traffic Engineers
Council (OCTEC).
Jinghua Xu, PhD, PE, with more than 10-years of working experience in
transportation, is a Lead Transportation Engineer/Modeler with Parsons
Brinckerhoff (PB), specialized in travel demand forecasting, transportation
planning and engineering. She is a registered Professional Engineer in Civil in
California.
During her graduate study, she has published several research papers in
national-known journals, e.g., Transportation Research Record and IEEE
Transactions. One of nation-wide projects that she was heavily involved in while
in China won the “Science and Technology Progress Achievement Award” by
the Ministry of Railway in China.
After Jinghua joined PB, she has been involved in transportation modeling and
led modeling projects in both model development and application areas. The
projects she’s worked on encompass a wide range of regions in the country.
She presents papers based on her research/work in various conferences, e.g.,
TRB conference (accepted), ITE annual meeting, ICTPA annual meetings, etc.
One of her publications won PB’s “Professional Publication of the Year”
Honorable Mention. Jinghua has been awarded “Professional Associate” as the
recognition of her technical achievement and contribution by the company.
In addition to work, Jinghua is actively involved in local professional activities.
She has been the board member of ICTPA Southern California Chapter in the
last four years, helping organize the events and involved in the decision-making
process. She was in the organization committee for the 24th ICTPA Annual
Meeting held in Southern California this year. Besides ICTPA, She is also
actively involved in other professional associations, e.g., APA, WTS, etc.
