Yong (Bill) Deng (邓勇), H.W. Lochner, Inc.
 

Southern California Structure Lead at H.W. Lochner, Inc. Prior joining the H.W. Lochner, Inc., Dr. Deng was Supervisory Bridge Engineer, a bridge production lead at Moffatt Nichol’s Long Beach Office, Project
Manager at PBS&J and HDR, and Lead Bridge engineer at PB.


Dr. Deng is an Experienced Bridge Engineer with more than 30 years bridge experiences, including leading designs of most types of major bridges, hiring and training new engineers.


Member of ACI, ACI 343, 364 and 440 Technical Committees, and ASCE/SEI 7- design code technical Committee.

Dr. Deng is adjunct professor for teaching Graduate Classes: Non-linear Structure/Push-over Analysis; Bridge LRFD Design and Advanced Structural Steel Design at California State University in Los Angeles.

Statement:
I understand that ICTPA-SCC provides a great platform to not only Chinese but
all other transportation professionals for networking, discussion and other

Eric Yang PE/ TE

Senior Engineer, KOA Corporation

 

Eric Yang has been serving ICTPA Southern California Chapter (ICTPA-SCC) as a director since
2013. During his serving term, he has been maintaining and updating ICTPA-SCC website. in May
2015, Eric served on a committee for the 28th ICTPA Annual Conference in Los Angeles to help
organize and prepare the conference materials prior to the annual conference. He also helped to
coordinate and set up the sessions, taking photos and updating ICTPA-SCC website during the
annual conference.


Eric, a registered Professional Engineer in both Civil and Traffic in the state of California State, is a
Senior Engineer at KOA Corporation. Throughout his career, Eric not only exhibited his wide range
of knowledge in the traffic/transportation field, but also managed and completed several significant
and large-scale projects. He has worked on projects in many major cities throughout Southern
California in Ventura, Los Angeles, San Diego and San Bernardino Counties. He has a true passion
for engineering and enjoys collaborating with colleagues, providing training and recommendations to
new engineers, and continuing his education by participating in training programs. Eric was recruited
to participate as an Expert Consultant in 2014 and since then he has been assisting Board of
Professional Engineers, Land Surveyors, and Geologists on the professional exam for traffic
engineering.

 
Jason Xu, PE / PTOE
Project Manager and ITS lead (Southern California) , Stantec 

 

Jason Xu, PE, PTOE, is a Project Manager and ITS

lead (Southern California) at Stantec Consulting Services,

Inc. With more than 12 years of experience in traffic signal timing and operation optimization, signal system integration, signal design, freeway and arterial performance analysis, traffic forecasting

model operation, transportation system simulation, and a variety of engineering studies. He is experienced with technologies of traffic signal system interconnect, video detection, transit

priority, and emergence vehicle preemption. Jason provides a proven record of achievement in customer services, project control, and engineering support. Jason has worked on high-profile projects for public agencies and private developers in across the country and globe, ranging from California, Utah, Hawaii, Nevada in the US, to China. In previous career stage, Jason was software engineer at Industrial and Commercial Bank of China and Jiaoda Siyuan Science and Technology Co., Ltd.

 

Jason has been actively involved in ICTPA activities in the past 10 years and served as the Southern California Chapter president between 2015 and 2017. Jason is the founding president of BJTU Alumni Association SC Chapter. He is also a member of Institute of Transportation Engineers (ITE) and Orange County Traffic Engineers Council (OCTEC).

Jenny Chan /  Associate Transportation Planner , Caltrans District 8

 

Jenny Chan is an Associate Transportation Planner at Caltrans District 8 Local Assistance where she helps local agencies San Bernardino and Riverside Counties manage their state and federal funds. She is also the program coordinator for the following funding programs: Active Transportation Program, (ATP) Coordinator, Emergency Relief (ER), and Highway Safety Improvement Program (HSIP).

 

Jenny graduated with a Masters in Urban Planning from University of Southern California and attended

University of California - San Diego for her Bachelors in Sociology and two minors in Law & Society and

Urban Planning. On her off time, she enjoys traveling to different parts of the world, honing in on her

photography, and relaxing with a game of tennis.

 
Dr. Jinghua Xu
Project manager and the associate , Fehr & Peers

 

Dr. Jinghua Xu currently is the project manager and the associate with Fehr & Peers. She has more than 15 years of experience in transportation, specialized in travel demand forecasting, transportation planning and modeling. She is a registered Professional Engineer in Civil in California.

In her career, Jinghua has been involved in many high-profile transportation projects. The projects she’s worked on encompass a wide range of regions in the country, including Southern California, San Francisco, Las Vegas, Columbus, Honolulu, Kansas, Salt Lake, St. Louis, Washington D.C., Minneapolis, North and South Carolina, Florida, etc. She also presents and publishes papers based on her research/work on TRB conferences, ITE annual meeting, etc.

 

Jinghua has been serving ICTPA-SCC Board since 2008, supporting the growth and development of Chinese transportation professionals in Southern California.
 

 
Minjie Mei, P.E./T.E.
Principal Traffic Engineer, City of Santee

 

I have a Master’s degree in transportation engineering from the University of Pittsburgh. Before moving to San Diego I worked as a highway design engineer for the New York State DOT for five years. In 1997 I started working as a traffic engineer for the City of San Diego in signal timing and traffic operations and my work involved developing signal timing plans for systems including downtown San Diego, managing the City’s Traffic Management Center and ITS programs, traffic operations, traffic safety improvements, and traffic calming. In the last ten years I have been the Principal Traffic Engineer for the City of Santee managing the City’s traffic engineering division and all traffic related functions, and representing the City at two SANDAG (MPO for San Diego) committees. I have been actively involved with San Diego ITE and have served as Board member and President (2013). In the last few years I have been actively involved with ICTPA and presented a paper at the 2015 annual ICTPA conference in Irvine. In the last two years I have served as Professional Activities Coordinator for ICTPA-SCC and helped coordinating the first ICTPA event successfully in San Diego in 2016. I believe ICTPA is the premier organization for fellow Chinese transportation professionals and it provides great value and opportunity for us all. Therefore I am willing to contribute my time and effort to the ICTPA community and it will be an honor to serve as a Board Member.

 
STELLA LIN
Manager, Marketing and Customer Engagement
OCTA, Orange, CA

 

Stella Lin is the Department Manager of Marketing for Orange County Transportation
Authority, overseeing marketing, outreach, creative service and digital communications.
Since joined OCTA in 2003, Stella has launched many award-winning campaigns and new
marketing programs that significantly increased OCTA’s customer base for its bus, rail and
toll road operations. Stella’s many accomplishments include increasing OCTA’s bus
ridership to an all-time high in 2004, increasing Orange County Metrolink annual ridership
to more than 3 million, pioneering OCTA’s Commuter Connection rideshare services and
receiving numerous Adwheel and Proto awards.
Prior to OCTA, Stella served as Marketing and Account Service Manager for Dallas Area
Rapid Transit. While at DART, she successfully promoted and opened their $2 billion rail
rapid system, created new employer pass programs and boosted transit ridership. Before
joining the public sector, Stella worked for several international advertising agencies as a
marketing director who was responsible for a variety of corporate clients.
Stella earned an MBA degree with marketing emphasis from the University of Texas,
Arlington. She has served on congressional advisory boards and on the evaluation panel of
the TCRP research project B-32, “Understanding How to Motivate Communities To Support
and Ride Public Transportation.”

 
Wendy li, P.E., PRINCIPAL
IDC Consulting Engineers, Inc.

 

Wendy Li is a principal of IDC Consulting Engineers, Inc., a consulting firm that specializes in structure engineering, civil engineering, project management, and other transportation engineering services. Her Southern California experience is over twenty four (24) years. Prior to joining IDC, she was with the San Bernardino Associated Governments (SANBAG) as Chief of Programming and Fund Administration.

 

In CALTRANS District 8, she performed various duties in the Division of Planning, Design, and Project Management. Her duties in Caltrans District 8 included positions as Transportation Engineer, Senior Transportation Engineer, Project Manager, then as San Bernardino County Area Project Manager. Additionally, she also has been Caltrans District 8 Local Assistance Engineer.

 

Her earlier career was with consulting engineering firms in the private sector that included positions as Draftsperson, Design Engineer, Project Engineer at Jaykim Engineers and HNTB; and later on, became a Senior Project Manager / Associate Vice President at HNTB.

 

She received her BSCE with major study in Commercial and Building Structure Design from Fuzhou University, China in 1988; and completed her MSSE from Cal Poly Pomona, California in 2000. She received her registration as Professional Engineer (P.E.) in the State of California in 1995. 

 
Dr. Yongping Zhang
Assistant Professor of Civil Engineering Department,  Cal Poly Pomona.

 

Dr. Yongping Zhang is an Assistant Professor in the Civil Engineering Department at Cal Poly Pomona. He is also a registered Professional Engineer in Civil Engineering.

 

Dr. Zhang currently serve on the Transportation Research Board’s Committee on Transportation Planning Applications as well as Task Force on Understanding New Directions for the National Household Travel Survey Task Force.

 

From 2009 to 2015, Dr. Zhang worked as Senior Transportation Modeler and Project Manager for Southern California Association of Governments (SCAG);  Prior to that, he was a Senior Transportation Analyst for Wilbur Smith Associates in Chicago from 2007 to 2009.
